Two products get sold under the phrase "recruitment software", and picking the wrong one is the most expensive mistake in this category. An applicant tracking system is built around the job: post it, collect applicants, move them through stages, hire. A recruiting CRM is built around the relationship: source candidates who never applied, keep them warm for years, and manage the client side of an agency search. In-house teams need the first. Agencies need the second, and usually both.
Comparing quotes is hard because vendors do not charge in the same unit. Manatal is per user ($15 per user monthly on annual billing, $19 month-to-month) which suits an agency where every recruiter needs a seat. Recruit CRM is also per user but far higher, around $100 on Pro, in exchange for a much deeper agency toolset. Teamtailor and Recruitee charge by concurrent job slots (entry points reported around $229 and $199 a month respectively), so a team hiring for five roles at once pays the same whether it has three recruiters or thirty. Workable prices by company headcount, starting near $299 a month. Breezy HR keeps a free tier for a single active position and jumps to $157 a month on annual billing. Work out which unit matches your shape before you shortlist, for a 20-person company hiring steadily, job-slot pricing usually beats per-seat, and the reverse holds for an agency.
When teams search for collaborative hiring software they are usually solving one specific problem: hiring managers who need to review candidates without a paid seat, and structured feedback that does not live in email. Check two things on any shortlist. First, whether hiring-manager or guest access is unlimited and free. Manatal includes unlimited hiring managers on every plan, and that alone changes the maths against per-seat competitors. Second, whether interview scorecards are on the tier you are actually buying; Breezy HR, for instance, puts scorecards and reference checks on Growth rather than the entry plan.
Once a hire sits outside your country, the software question becomes an employment-law question. Deel charges about $49 per contractor per month for compliant contracts and multi-currency payouts, and from roughly $599 per employee per month for full employer-of-record cover, on top of salary and employer taxes. The contractor route is cheap right up until a misclassification finding makes it expensive, which is the whole reason the EOR tier exists. We walk through where that line falls in the guide to hiring and paying international talent.
Head-to-heads and how-tos for the tools above.
These three get shortlisted together constantly, and the comparison people actually need is not features; it is that none of them charges per recruiter. Workable bills by company headcount and publishes the number, Recruitee bills by headcount and hides it, Teamtailor bills by open job slots and quotes it. That single difference decides which one is cheap for you.

Breezy, Teamtailor, Recruitee and Workable all chase the same SMB and mid-market hiring budget, but they trade off differently on price transparency, automation depth and data handling. Here is who each one actually fits.
