Who it's for
This is built for the independent staffing agency and the solo recruiter, the desk where placements are contingency-based, the database is the asset, and there is no operations team to configure software. Agencies that already split placements, or want to, get more from it than anyone else, because the network is the part no competitor replicates.
It is the wrong system for an internal talent acquisition team. There is little here for structured interview scorecards, hiring-manager collaboration or compliance reporting, and the whole model assumes clients who pay fees. High-volume outbound teams should also look carefully at the messaging tools, since deliverability and bulk texting are the areas where users report hitting walls.

Verdict
This is a steady, unfashionable product bought for practical reasons, and the split network is a real asset rather than a marketing line, an agency with a hard-to-fill role has somewhere to take it. The rating reflects the honest trade: the interface looks its age, candidate search is weaker than it should be for a database-centric tool, and buying both halves means two subscriptions on two different meters. Agencies that will actually use the network should look past the dated screens; those that will not are buying an ordinary ATS at an ordinary price.
