A finance team that already runs payroll in five countries and wants to hire in three more can, in principle, see all eight in the same system, with contractors and their invoices alongside.

Who it's for
The natural buyer is a mid-size or enterprise company with real complexity: several legal entities, staff in a dozen or more countries, and a finance function that needs one reconciled view of labour cost. Those teams tend to report the best experience, partly because they arrive with payroll expertise of their own and know what to ask for. Companies that need same-day international payments, or that must feed payroll data into an existing ERP, get value the lighter vendors cannot match.
It is a poor fit for a startup hiring its first two people abroad. The implementation effort, the enterprise framing and the price all assume scale. Teams whose main need is fast contractor onboarding, with occasional employment conversions, will find the process heavier than it needs to be and should look at the contractor-first vendors instead. The rating is tempered by consistent feedback about uneven regional service, support that slows exactly when payroll is running, and quotes that grow between the sales conversation and the invoice. Negotiate the scope country by country, and ask specifically who executes payroll in each one.
